Garlic Scapes.
I recently just harvested some Garlic and Garlic Scapes. In hardneck varieties of garlic there's more to them then just harvesting the entire bulb. The scape is a shoot which curls so much that they can form perfect spirally circles, they carry seed-like reproductive parts called bulbils. The scapes will drain energy away from the plant, because it is essentially putting all of its strength into going to seed and reproducing itself. In order to get the plant to put its energy into making nice fat garlic bulbs, you simply pop them off.
They are edible too.
I found this tasty looking recipe I plan on making tonight.
Garlic Scape Pesto...
1 pound garlic scapes
1 cup grated parmesan cheese
Olive oil (about 1/2 to 1 cup)
Pine nuts (though I would go with almonds or walnuts or both. local and tasty.)
